Country Claims Manager, Ireland

We are currently looking for a Claims Manager to work with us on a full-time basis in Dublin, reporting into the Group Claims Director.

The Country Claims Manager, Ireland is responsible for the end-to-end management, oversight, and compliant handling of insurance claims across Cargo (Marine), Property, Construction / Engineering and Professional Indemnity lines, and any other lines of business as the portfolio grows in Ireland.  The role will help design and build the process, systems and tools to build the Claims capabilities required to support the portfolio. The Country Claim Manager, Ireland will also ensure that all claims are managed in full compliance with all regulations applying to Ireland, to meet CBI conduct expectations and applicable EU requirements and build the team as the business grows.  This role will drive a proactive, strategic approach to claims, in an energetic and collaborative work environment, to deliver a best-in-class claims service to our clients and partners.  This position is a key control function within the Irish claims framework and plays a critical role in ensuring regulatory compliance, technical excellence, and operational resilience.

Responsibilities:

Claims Handling, Technical Oversight and Delivery

  • Manage a portfolio of complex and high-value claims across the Cargo / Marine, Property, Professional Indemnity and Construction & Engineering portfolio, and other line of business as it grows and changes.
  • Provide technical oversight of coverage, liability, quantum, policy interpretation, and recovery opportunities.
  • Instruct and manage external experts (loss adjusters, surveyors, engineers, forensic accountants, and legal counsel).
  • Ensure claims handling is prompt, proactive, reasonable and fair using evidence-based decision-making.
  • Enable, support and implement delivery of end-to-end claims services amid a growing portfolio, including delegated claims oversight.

Claims Capabilities and Regulatory Compliance 

  • Work with operational delivery teams to build end-to-end claims capabilities for all lines of business.
  • Support process, system and tool design and implementations for delivery of claim handling in Ireland. 
  • Ensure all claims handling complies with Irish and EU regulatory requirements, including but not limited to Central Bank of Ireland (CBI); Consumer Protection Code (CPC); Consumer Insurance Contracts Act 2019 (CICA); IDD; Solvency II; and EIOPA
  • Embed fair, accurate, transparent, timely, and customer-focused claims handling in line with regulations.
  • Support internal and external audits, regulatory reviews, and inspections.
  • Oversee and resolve claims-related complaints, ensuring root-cause analysis, compliance with regulatory timeframes, and clear audit trails and defensible outcomes.
  • Act as an escalation point for complex or sensitive claims issues.

Governance, Controls & Reporting

  • Maintain strong claims governance, including file quality standards, peer review and quality assurance, and delegated authority controls.
  • Produce and contribute to management information (MI) covering:
  • Identify conduct, operational, or systemic risks and support remediation initiatives.

Stakeholder Management

  • Provide input into Ireland Underwriting strategy from a claims perspective.
  • Work closely with Underwriting, Distribution, and Finance to align Claims with business goals.
  • Support Underwriting feedback loops to improve wordings, risk selection, and pricing.

People & Capability

  • Provide technical guidance and mentoring to claims staff.
  • Contribute to training initiatives on regulatory compliance and technical best practice.
  • Support staffing capability build-out in Ireland as required for the portfolio.

Knowledge and Skills

  • Proven claims and/or relevant legal experience in company market claims.
  • Proven management experience and/or leadership roles.
  • Experience handling cargo/marine, property, PI and/or construction engineering claims.  Additional lines experience a plus.
  • Superior critical thinking skills, detail-oriented and curious problem-solver.
  • Fair, adaptable, and approachable.
  • Customer-service focus and relationship-oriented.
